If somebody is acting captain or interim captain then do they still have 3 or do the instantly upgrade to 4?

Depends on how much free time they've had, I think? Sometimes Riker holds 4 pips, sometimes he doesn't. Data never did, despite taking the role of acting captain multiple times.
