Does anyone really think he did it by accident due to sheer incompetence, as opposed to on purpose as a component of some kind of crime (fraud, money laundering, etc.)?

Especially that it was more than one casino, it was certainly some fraud scheme.

Pay his own companies in excess, or those of people he is otherwise indebted to who would otherwise kill him, then write it off on the country/taxpayer dime. Yep, it wasn't an accident.
