There needs to be an accumulation of flopping points. This needs to stop, the fines and "techs" are obviously not working.
Are they even fining players anymore? According to one site, they've only given out 9 fines all year, the last one being 9 days ago. There should be fined player almost every day if they were actually reviewing tape.
