I feel bad for him, it could very well be a thing where he did not know the law. If he thought 16 was okay in Oklahoma he could very well have not known it was not okay in California. Most countries do not have laws vary from state to state like we do in the USA.

Or he might just have not understood there was a law.... When I was 18 I dated a 16 year old. I had no idea there was an "age of consent." We never did anything sexual but we got caught making out in her room by her mother who promptly grounded her for 6 months. I could have gotten totally fucked over with a rape charge and still be a sex offender years later.
