I would like if anyone has some insights or any info about good programmes/universities/labs to do a PhD with the characteristics and what should I look for in a PhD. Is ranking important? Thank you

The most important aspect of a Ph.D. is the advisor, followed by having sufficient means for experimentation, and finally, the ranking.

And what is a good ranking? For example I have applied to a university where there is a really good program my supervisor is in that program but I'm applying directly through my supervisor. Does it make sense to ask if I could join the program directly?
