Brooks right arm grabs Kyrie’s left arm during the behind the back dribble, preventing Kyrie from maintaining the dribble. It’s clearly a foul on Brooks. Kyrie embellished to make sure he got the call, but it wasn’t a no foul flop.

At 0:13 in the video, you can see his hand change angles because of the impact to Kyrie’s arm.
