Organic maps
https://organicmaps.app/
It's not overly complicated, doesn't eat up data, has offline mode and works well for both driving and cycling. Oh and it's FOSS, community driven, no data collecting.
Organic maps as a map works quite well. Its routing leaves much to be desired for cycling though.
https://github.com/organicmaps/organicmaps/issues/1518 would help with that.
I am not a power user of OM, but did not have any issues with routing so far. ...but again I did not test it for many scenarios while cycling as I mainly stick to my usual routes.
