The hit was around 1400 block of Spruce Street and Hicks Street for my fellow Philly people.

This situation has been confusing to read about. Are they saying that the police can’t find any evidence related to the accident and hit and run? As in there were no witnesses, Oubre couldn’t identify the driver/car, etc.

Or are they straight up saying that police couldn’t find any evidence that an accident even occurred/that Oubre was struck by a car at all?

Mostly Scenario B, Oubre did give a general description of the location and car so they search the surveillance cameras in the area but they could not find any to corroborate that an accident happened.
