can someone tell me why that's on Klay when their position suggests it's a possible pass and screen play?

We have no idea, we don't know their plays and they have chemistry that goes beyond plays. It could have been designed for Klay to cut the other way into the pass, or it could have been a judgement call on Draymond's part in where he thought Klay would cut.
I can see why Draymond expected him to cut to the corner away from defensive traffic. But I can also see why Klay cut the other way, maybe thinking Draymond would give him a screen right after?
