I believe that traffic cameras are designed to not blind you at night. At least in my neck of the woods they are. Meaning that at night the flash is mostly infrared with a small component of visible red light.

Most traffic light flashes are bright where I am. Also, it's fully legal to do this camera costume thing at least in the US.
Cool. What makes you believe this video was shot in the US? The narrow street, the use of a compact MPV for policing, or that there's a sidewalk?
