If we were properly functional wed go back to city built housing which you could either rent or buy at reasonable rates with no huge profit motive.
My grandparents lived in one (rented) their whole life. And the city was the landlord that took care of maintenance and painting, etc. Once they passed the house goes on the list for the next people needing one.
Heavy tax breaks and assistance for co-housing and co-ops, especially at missing-middle size, and opening up careful mixed-zoning, is where municipalities can make a huge impact. Upper-income parochialism will blind most councils though.
