It's literally in the water the chicken bodies float along in a lazy icy river, so it has to be cooked hot enough to kill the pathogens. Air chilled chicken reduces this, but the body juices with the salmonella can still get contaminated onto the meat, but doesn't add the water weight. I get air chilled sometimes, seems good fully cooked.
