Genuine question, how does a municipal government pass and enforce a law like this? Where I live I don't think a municipal government could do this (both practically and legally)

Who does this rule apply to and how would the cit y enforce it?

I presume that if they have an office there then can pressure them/sue them. Difficult at that level I suspect. I'm surprised they have the power to make a law like that devolved to them, in the UK it's pretty strict what local governments are allowed to legislate.
