I know a Canadian employer who has hired one person to work, but pays their spouse instead (spouse's name and SIN on the paperwork, but spouse has no actual involvement). There are numerous other problems, too, but I think legally this is the biggest one. I don't know who or where is the appropriate body to report this to and would appreciate direction on that. I am not interested in getting the worker or spouse in legal trouble, but accept it is likely fallout. Thanks.

Edit: Preparing a report to CRA, thanks everyone.

Well, as I said, I'm not actually interested in getting the worker in trouble. The employer, however, is taking advantage of multiple refugee and immigrant "employees" in various ways, this the most provable. I put employee in quotes because the others are being (under) paid by irregular means; meanwhile, the employer siphons money for their own self.

Immigration, Refugees and Citizenship Canada would be a place to start. The CRA as someone mentioned. but, as much as I hate to suggest it, the RCMP is probably the best place to report. It sucks, investigations take a long time, and prosecutions are few and far between but scummy "employers" need to face consequences like these shit bags did. https://www.cbc.ca/news/canada/calgary/tfw-marina-dosa-tandoori-grill-9.7035861
