I'm German/Turkish and Turkey is actually a really good option for you. It's the most progressive country in the middle east by a long shot. I wouldn't compare it to places like Saudi Arabia so if you're able to drop your bias, it could be a great option.
I'd recommend Izmir to you. Second biggest city in Turkey, you'll get by OK with English, 70%+ vote against the current regime regularly, it's got a very modern Westernized populace, right by the Aegean sea and a good airport. Minimum wage in Turkey is 10-15k lira per month. The USD is at 1:30 now so your budget of 10-15k would correspond to 300-450k lira annually, around 3x minimum wage at 30-40k per month. Your biggest expense, rent for a decent apartment in İzmir will probably be 8k or so.
