This doesn't work for everyone but this is what I have.
I use the open source app Silence. https://www.f-droid.org/en/packages/me.lucky.silence/
If someone is not in your contacts to just sends it stright to voice mail. I would love a self hosted option so I could set it up for my family as this dosnt work for most people.

Unfortunately, my carrier doesn't provide voicemail services. Do you happen to know an app that can process voicemail on device? Play a recorded message and save the caller's response.
