The current congress has one house run by Republicans, so they can't pass a carbon tax. So they're working the regulatory system instead.
Why do you think republicans would work with democrats to limit/regulate natural gas appliances?
I don't. Congress already granted the President authority to issue efficiency regulations like this one, so they can't stop it.
Sounds like my man JB is looking for votes. Hopefully he gets them or the next guy will gut these regs
