Province needs to just take the slumlord properties, tear em down and build proper housing.
These aren't slumlord properties, these are single room occupancy hotels that are supposed to help struggling folks transition to real housing. Unfortunately these tenants tend to be a bit more careless on average, couple that with greater tendency to light fires indoors (drug use/smoking) and you get a massive increase in fire risk.
