You misunderstand their comment, they're saying to sell EVs to China.

Ah, you're absolutely right.

To be fair, I think it'll be kind of tough to get a foothold on the Chinese market for the same reason. There's a lot of really good Chinese EVs so why go with something from a foreign market when the local stuff will do just fine?
