I think tackling the cost of living, more specifically housing, is way more important and will pave the way for these taxes to be more effective and accepted. Heat pumps are expensive, EVs are really expensive, and the people who would benefit the most from an EV probably need an at home charger which is also expensive. Recent home buyers likely can't afford such an upgrade, and renters don't have a choice even if they could. Until affordability is under control these taxes really just feel like they're targeted at the poor.
