Please provide the room with a definition of "meme."

Second definition: an image, video, piece of text, etc., typically humorous in nature, that is copied and spread rapidly by internet users, with slight variations.
So like the OP, then.
is this something that is being passed around with variations over time? If no, it isn't a meme, it is just a screenshot of a joke. However, if this was based on something and is a variation of it, or something that has seen the spread and change aspect, then it would be.

There isn't a single definition. However, memes need some sort of idea with a visual that supports the idea. This is just text and doesn't even need the image. It would've been more accessible if it was a text post.

Do I need to? People and likewise the internet aren't defined by a dictionary. This image doesn't even have the necessary visual to be considered a meme. It is just text inside a image. You don't even need the screenshot
But the meaning of words is described by a dictionary.
Well no a dictionary describes words not the other way around
you don't need to but you should. and if you're not going to use a word with the correct meaning, it's better to not use it at all.
