This is an absolutely bullshit decision and it's really worth reaching out to your local rep over.

Agreed. The landlords filed their complaint due to interest rates which had been really low for a long time not continuing to stay low in perpetuity. (As justification to permit raising rents 7.7x the previously stated legal limit) that is complete nonsense that reveals a lack of understanding of economics or an inability to understand risk. The fact that an arbitrator sided with them over such a nonsensical point is perhaps the most troubling thing of all to me, because it is completely unfair and is potentially opening the door to so much abuse of the renting class. Preventing turnover in property ownership, as this decision does, also seems troubling and unfair to those trying to purchase their first home, etc. It seems like pulling up the ladder to prevent new people being able to afford property
