The landlord had told them he wanted to raise the rent to $3,500 and when they complained he decided to raise it to $9,500.

Here in Norway ut is illegal to raise rent more than once a year and maximum by the current consumer price index. If the rent isn't raised a year you don't get to raise for that years CPI.
