Does this require EA launcher?

I haven't played the game for a while, but I don't believe so.

can you play this completely offline?

Career mode can't be played offline, which is dumb. The other single player modes can be played offline. If delisting is actually happening, hopefully they rectify that (but I wouldn't hold my breath).

EDIT: Delisting doesn't necessarily mean the online mode will be removed either, just that the game won't be sold anymore. But with EA, who knows.
