While for the most part this kind of damage is fine (this game is playable), it's questionable for how much longer. If you have the hardware or the capability, always remember to back up your physical games.

Man, I remember when I bought a used copy of FF7 because I didn't have it anymore, get through all of disc 1 only to find disc 2 had label damage (holes through the medium like the OP) and it wouldn't load. You know how long it takes to get through the first disc of that game playing casually? ๐Ÿ˜ฉ

In my opinion, it's acceptable to possess a ROM in this situation. Just remember up use a VPN for protection.
