In Quรฉbec, power comes from Hydro-Quebec and is owned by the government.

Hundreds of people live in the streets while there is like 13'000 appartments on Airbnb.

Yep it's not really the lack of housing here that is the problem. More so that landlords don't want to sell since they make more money in the long term by renting.

And who builds them? Rich people. Who continue to act the way they do. It's not as simple as just building more, the system needs to change completely.
