Yeah, hat cop is just a re-skinned Weyoun. Basically Scorpion/Sub-Zero.

I always liked Sub-Zero, so I think I'd go with Shran. Gotta have some ice-themed Andorian attacks, right?

Also, Shran is a badass.

Sorry, I wasn't saying you were wrong about the reskin joke for Weyoun/Hat Cop. I was just making a joke about Andoria being an ice planet.
