If you want to be anal about annexation through economic force not counting as an invasion, we can dive the pedantism rabbit hole and argue that invasion is not just about trespassing. And saying that military force is “highly unlikely” is the same as saying that it’s a possibility.

Regardless, the guy is a liar and the threat of annexation should be seriously considered equivalent to a threat of military force. Whether he said it all in a full sentence instead of through memes and insinuations is practically irrelevant.
