IMO. Yes. You should downvote things that are low effort, rage bait, or falsehoods.

You shouldn’t downvote things you don’t like or things you don’t agree with. For the latter you should really explain why you don’t agree, you may change the person point of view.

I upvoted you because you asked a question and seeking knowledge should be rewarded.

That said this place seems to downvote anything that questions the status quo of this place. I liken it r/conservative.

Well, that‘s more or less the way I used to do it. And in my experience the up and down numbers do make sense that way. Only, at one point I couldn‘t bring myself to „like“ a post about starving kids to death anymore. Contributor popularity contest be damned. The UI offers a controversial ranking beside the hot setting, after all.

I like to frame it as less a “popularity contest” and more the higher the upvotes the more visibility it will get. Surely visibility of things is how we spread awareness?

Although, I would say not here as this place has become pretty echo chamber like.
