The fact that he sees a black person and is immediately suspicious of their qualifications is what is racist. I never went onto a plane and thought "I should check his license" when I notice that the pilot is black. It is the same behavior Trump displayed by wanting to check Obama's birth certificate. He wouldn't have mentioned it at all had Obama been white.
