They will comply with the orders as long as some one is watching. But as soon as the regulator's back is turned they will accidentally complete their project while destroying the stream, pay a fine (cost of doing business now) and move on to the next spot. We need more teeth and if the laws aren't going to protect these species then we need to something else that will.

I'm sure the species at risk act was just put in place to give activist a sense of false victory over these companies. Nothing has changed. "Don't worry about protecting wildlife your self, we got this. Now go watch some TV."
