I don't think the fascists have that capacity. Too many people in the chain of command would give pause. Bombing Iran or Venezuela, pieces of their invisible empire that slipped out of their grasp, is easy - the plans are all ready to go. Canada would be a fresh directive and it would take time to build the consensus that this was actually something the military and state department would go through with.
Let's be honest, the president is deeply unpopular with everyone except the dumbest and most incompetent humans. You have divorced dads who work in automotive and post Ron Paul memes calling him a pedophile protector to his face. People are just going to delay and drag their feet on anything he asks them to do that they don't want to do.
