I'm on a cruise, and theres these boxes with a bon voyage watch with a bracelet and necklace for 25 dollars. Are those kind of things ever worth it?

Unless it's a Casio you are not getting your money's worth for $25.

Unless you want to use it as decoration and don't care when it stops.
