If I'm correct, the hands are from the post tritium era. If so, then yes. Replace them.

If it's tritium (unlikely, but don't know much about iwc), it's up to you (I would still replace them and ask the old ones back) to keep with the watch, but take the following in consideration;

Reason; The wear in the hands, don't look like pure oxidation to me. It looks like the paint peels. If that's the case, the microscopic paint flakes/particles will end up in the movement and ruin the fresh lubrication and the whole reason why you send it to get serviced.
