Improvements take time.

It's possible he's collected (or even just invoiced) the money, but the work is still being planned/completed.

Furthermore, that's under 6000 dollars per apartment. For what I presume are some of the worst apartments in the city that's not bad at all. I'm assuming it's stuff like mold, major leaks, recarpeting, and whatever else someone living with their parents wouldn't know about.
