Start with the basics. 1)Artists need to put their items for sale. 2)Art patrons need to make a payment. 3)Artists need to receive payments. 4)Artists need to ship. 5)Shipping companies need to deliver art to art patrons. (More complicated: a way to handle customer service in case of dispute).
Then add the stuff for building the community. Artists will have an artist page to connect with art patrons and other artists. The Community runners should have a way to connect with artists and art patrons too. Genuine engagement is key here.
To build this, you want to have on mind a marketing to market the website to art patrons and artists. Then make it easy for artists to market to art patrons. You should already have in mind some artists you want to start working with.
