In my experience, as long as your phone is completely paid for, you can get it unlocked from the carrier as well.

That's SIM unlocking - totally different from bootloader unlock.

Then I guess I've never had my bootloader locked by my carrier because I've never had an issue installing Graphene on my devices purchased through T-Mobile as long as the device was completely paid for.
