You’re given a background check daily, signs of mental distress are cause for license suspension or revocation.

This is already in law, not long ago a person on Reddit posted that their license was suspended and firearms were seized because they showed signs of mental instability.

A study out in SFU also points out that PAL holders are known to commit less violent crimes than your average Joe.

Ordinary law-abiding gun owners are solid middle-class Canadians who make an important contribution to their communities. (See my recent Mackenzie Institute paper). My analysis of Statistics Canada data shows that law-abiding gun owners are far less prone to violence than other Canadians. As I reported to Parliament, Canadians who have a firearms licence are less than one-third as likely to commit murder as other Canadians
