Yeah, there's your problem. People I know leave their phone at home and use a burner for US travel now.
Seems like the numbers might be skewed even more if people don't have a Canada/US plan.
It isn’t even just burners. Even before everything got like it is now, I would get a US-based SIM/eSIM, because it was always cheaper than roaming with my Canadian plan.
Your phone's IMEI doesn't change when you change SIM cards, so it depends what they tracked.
Wouldn't this mean they underestimate the number of people who are in the us from canada, rather than over estimate?
Yes and I think that's what the person you're replying to is implying as well.

When did they start doing that though? This study is only comparing numbers from April 2025 to March 2026.
