Usually, people outside the anglosphere don't think about how an American is going to read their name or if they're going to find it funny.
I assume it goes both ways - i.e. there are other countries who laugh at some American names due to how they sound in their local language. It's just human nature - whether it's just for the humor, or to ridicule & act condescending will depend upon the individuals involved.
I have professional contact with a guy named Richard Butt. not what he goes by, I'm assuming that's his full name though.
I'm not joking. I still can't get over it. the shit that guy must have had to deal with
