I am unsure, maybe someone who remembers the movie can give us a hint?
I remember the movie, but I don't remember any characters who look like this. Maybe it was an early design for a less physical General Kael? Or perhaps there was another role in the film for an advisor to Queen Bavmorda. His cowl piece looks similar to the queen's crown design.
