The title makes it sound like he's responsible for some of the big fires, but the article seem to indicate otherwise.

Chibougamau Mayor Manon Cyr told Radio-Canada that the suspect allegedly started a series of small fires that were quickly extinguished by firefighters.

Am I too early for the “what was Trudeau paying him” crowd?
