To the letter of the law, he wasn't a Canadian citizen or permanent resident, but he has lived here for nearly 30 years and appeared to be purchasing the house as his own residence

The foreign buyer's tax wasn't intended for this type of purchase, it is to curtail foreign property speculators and reduce unoccupied dwellings

Well, true, but you would think 30 years would be long enough to get your residency/citizenship. It's sort of his own fault.

He applied twice (1997 and 2015) and was denied before being accepted in 2020.

The article doesn't explain why he was denied

He didn't even purchase it as himself but rather

Bakhtiari made the purchase through his company, Technocorp Venture Capital Inc., of which he is the sole shareholder

So it also sounds like an active attempt to dodge taxes
