See, Republicans can get away with this because the people in Puerto Rico, despite being American, can’t vote in Federal elections unless they move to the mainland (unlike Hawaiians).

Puerto Ricans also move. Plenty in swing states + places with competitive down-ballot races. Republicans are already trying to back track on this, they think it hurts them

He's just saying the quiet part out loud, anyone with half a brain knows Republicans deplore black and brown people. It's their white bread and butter.
