Is it mandatory in the NBA to have a specific staring 5?
I mean i always see posts about who will be the fifth starter for the Bucks for example.
Can they just have 4 main starters and rotate the 5th one based on the opponent or the form of each player?

Starting lineups are always changing. It’s more about managing and creating favorable matchups as the game progresses.

Nah I'm pretty sure you just need to submit your roster of 13 men but you can start any 5 you like

Not mandatory, changes all the time. The Heat had 26 different starting 5s last season

It doesn’t matter who starts the game, it matters who ends it. If you have 3-4 stars, and enough quality role players who can comfortably fill the last 1-2 spots dependent on matchups, then you’re in a good spot.

I imagine we'll see the Celtics run different lineups this season, with either White, Horford or possibly Porzingis starting from the bench in different games.

Not mandatory. Starting lineups change all the time, for a variety of reasons from level of play to injury. However, coaches and players seem to prefer consistency when they can. By most accounts, it is easier to play well with consistent minutes and consistent lineups. Definitely doesn’t always happen, but usually if it’s working, coaches will stick with it.
