Watch is by "Wenger Swiss Military" most likely from the 90s. The Swiss flag with rounded edges at 12 o'clock is the company logo that was always visible on their watches.
E&Y most likely commissioned several hundred for their employees at some point.
The watch itself is nothing special, just a simple Swiss quartz. If I remember correctly Wenger watches used to sell for about $150 in the 90s.
