StorJ can, but don't think I would run Chia on there. Chia uses a lot of CPU cycles, when it's doing the plotting.

Yeah, you can totally do this. I have chia and Storj running on a lower powered Mac mini.

There are cheaper enclosures out there, but I like the look of this one.
