So there's a chance papers in phase 2 didn't get any reviews in phase 1?

Some phase 2 papers are fasttracked neurips rejection. So they wouldn't get phase 1 reviews.

Did anybody else understand Nov 2nd "anywhere on earth" (UTC-12) to be now...? (It's been Nov 2nd in UTC-12 for 15 min, and was hoping we get today for rebuttal planning..)

i just found out there was a senior meta-reviewer note on cmt. Is senior meta-reviewer equivalent to area chair/senior area chair and the decision is final? Based on the comment it seems like i have been rejected :(
