Since you do commercial try to talk to real estate agents or companies that have access to the type of commercial properties you offer this services and make partnerships with them. Try to contact the self storage facility owners who own multiple storage and commercial facilities because they might also need your services. Try also the property managers that look after commercial real estate or properties and make partnerships with them.
Also try to build partnerships and collaborations with other peers in your industry, for example you might have a friend who also has a cleaning business but the focus is not commercial and they might refer clients to each other.
Also start posting content on X or LinkedIn, write about your journey, what you do, post photos from the sites you're cleaning, write about the process and how to best clean commercial properties. If you want we can discuss more about this and how can you get in the game again.
I am not familiar with the cleaning field, maybe you could do a small survey to your previous customer, and ask why they are willing to pay for your service and ask why they stop purchasing the service from you. Go back to the old customer maybe always shall be the first thing and then look for new clients.
Depending on how competitive your market is, I'd recommend turning on a very simple search engine ad. It can be very basic, just summing up your best offer and a quick link to call. If your offer is good you'll get some easy lazy clicks/calls in your area. As was mentioned I too would spend the bulk of my time contacting property managers (specifically multi-property managers) with a couple good connections you could double your jobs.
Bonus: Get a review at every job (I'd even recommend doing more residential, specifically to farm reviews) After you've done an awesome job tell them your story and how you're trying to get your business back up and that it would really help you out if they could leave a review. You can even say you'll throw in a room for free if they'll give you an honest review while you're packing up to leave (before you give them your bill).
