Yes, you have to stretch up the qualifiers for almost 3 years. So you play against each other twice. It's probably the harshest qually for the WC. There are some very hot and humid places or places way above sea level, plus you get the intensity. I do believe second tier European NT would have a hard time making to the WC in this qually.

That's not how it works, though. With an hypothetical same system, 33 UEFA national teams would qualify directly and 5 or 6 go to international playoffs.
Whether the stadia are very hot and humid or not just shuffles which teams it'd be, you still have the same number of teams.

Yes we play 18 games, and league system are more fair, no coin toss to decide how difficult your rivals are.
